waiting for rain

yesterday it was supposed to rain, but instead it just got overcast and really, really cloudy.
today was similar. the clouds were big and mostly white, but their bottoms were heavy and dark. in the end, it didn't rain.
where i live, i think we are still in a drought. i miss the rain, but maybe i shouldn't be looking too forward for it because the hurricane season is about to begin...
i wonder if we will have a mild summer and harsh winter OR harsh summer and mild winter...

If it is harsh summer,does it become the temperature of how many degrees ?

The earthquake last year hit east-north area, I live near Tokyo (east area in Japan).
I would rather not remind of that day any more.
I saw all buildings around me trembling.
We couldn't make ourselves stand.
After that earthquake, another one hit us almost one hour later.
It handled us to mad.
At that night, a long long,really long line of people to their house was in front of us.
They had to walk to house because all trains and buses were out of work.
These days it has been raining so hard that I'm scared on raining.
It's not rain, we can call it strorm.
When I was a child, we didn't have this weather, just for these couple of years.
You know, Japan had a big earthquake last year and weather seems to be strange.
I really really am afraid.
